Environmental  protection standards are an important means of implementing  environmental protection laws and regulations and an important basis for  supporting environmental protection work. In order to  further improve the environmental protection standard system and give  full play to the positive role of standards in improving environmental  quality and preventing environmental risks, on the basis of fully  summarizing the work requirements of the “Twelfth Five-Year Plan”  environmental protection standards, our Ministry has compiled the  “National Environmental Protection Standards”. The  sewage permit system means that any unit or individual that needs to  discharge various pollutants to the environment must apply to the  environmental protection department for the discharge permit procedure  in advance, and obtain the discharge permit after approval by the  environmental protection department. After  implementing the pollutant discharge permit system, allowing emissions  trading is a major innovation in the domestic environmental protection  system. If  the pollutant discharge unit is adjusted by treatment or industry  (including products), the actual amount of actual discharge is lower  than the approved total amount of pollutants allowed, and approved by  the environmental protection department, and the transfer is allowed. However,  because in the current management arrangements, the system of  collecting sewage charges by the government is a non-market-based quota  approach, rather than using market transactions. Therefore,  from the domestic situation, the transaction of emission rights is  embodied as an operational institutional arrangement, and it is actually  implemented, and it is necessary to explore the operational mechanism. In  September 2001, the “Sulphur Dioxide Emissions Trading System” funded  by the Asian Development Bank was piloted by 26 enterprises in Taiyuan  City, Shanxi Province, which was the first to open domestic emissions  trading.

 

The current standard system and the main results of the "Twelfth Five-Year Plan"


The  environmental protection standard system has been further enriched and  perfected. After more than 40 years of development, China has now formed  two levels and five types of environmental protection standard systems,  namely: national and local standards.

The  categories include: environmental quality standards, pollutant emission  (control) standards, environmental monitoring standards, environmental  management norms and environmental basic standards.
As  of the end of the “Twelfth Five-Year Plan”, 1941national environmental  protection standards were issued (including 493 items during the  “Twelfth Five-Year Plan” period), 244items were abolished, and 1697 current standards were issued.

  • 16 environmental quality standards

  • 161 pollutant discharge (control) standards

  • Environmental monitoring standard 1001 items

  • Management specification class standard 481 items

  • 38 items of environmental basic standards

Strengthen the  guidance and management of local environmental protection standards, and  issue the “Guiding Opinions on Strengthening Local Environmental  Protection Standards” (Huanfa [2014] No. 49) and the “Notice on Urgently  Reviewing and Cleaning Local Environmental Quality Standards and  Pollutant Emission Standards” (Huanhua [2015] No. 39) and  other documents have streamlined the relationship between national  standards and local standards, and local environmental standards have  developed rapidly.

  • Establish a  system of standards-based revision and implementation evaluation methods  based on actual measurement, and optimize the formation of internal  science and external coordination of environmental protection standards.

  • Strengthen  the implementation assessment of pollutant discharge standards in one  step, and improve the scientific and operability of standards.

  • We  will formulate and implement a number of standard management rules and  regulations, form a team with solid professional standards and obvious  environmental protection standards, deepen the construction of standard  information, and improve the standardization and efficiency of standard  management.

  • Strengthen publicity training and exchanges and cooperationExpand the social impact of China's environmental standards.
